Sister City Proclamation

Let it be said and understood by representatives and citizens of both Billericay Essex UK and Fishers Indiana of USA, this proclamation shall be held steadfast and celebrated.  The people of these two communities shall mutually and wilfully work together to enhance and enrich arts, education, culture, industry, governance, tourism, and such other matters for mutual benefit.

The Billericay Twinning Association and Fishers Sister City Association are to be encouraged and supported by their respective Town Councils in these matters.

The representatives and citizens of Billericay and Fishers agree to establish direct contacts between enterprises, schools of education, and governing agencies with the purpose to exchange various delegations, teachers, and students.  We agree to organise mutual visits designed to enhance harmony, education, and economic opportunities for the citizens of our two communities.

The cause of this kind of agreement is in cause of mankind.  The cause of this proclamation is the secure blessings of prosperity on the peoples of these two communities.

Therefore, today, 24th June 1999, this 'Sister City and Twinning' charter is signed by representatives of the town of Billericay and Fishers with a firm purpose to its cause.
